It took almost three months for former Justice minister Eugene Wamalwa to be sworn in as the new Cabinet Secretary for Water and Irrigation by President Uhuru Kenyatta.

After the long wait it has now transpired that he will not be in control of the multi-billion irrigation function that has been retained in the Agriculture ministry whose cabinet secretary is suspended Felix Kosgei, reports the Nation.

This was as a result of intense lobbying by Ruto’s URP wing who strongly opposed any suggestions of hiving off the irrigation function of the Agriculture ministry.

Wamalwa would have been in control of Sh15 billion that had been allocated for irrigation projects by Treasury Cabinet Secretary Henry Rotich.

The new Cabinet Secretary, whose appointment was more of a political gimmick, had told the parliamentary committee during his vetting that he would implement the Sh400 billion Galana-Kulala irrigation scheme.

A letter he received by Chief of Staff and Head of Public Service Joseph Kinyua list all the functions and parastatals that fall in his new docket. The National Irrigation Board is the most notable omission.

These are the functions that have been listed: water quality and pollution control, sanitation management, dam construction schemes management, flood control and land reclamation and management of public water schemes and community water projects.

Another key body that have been left out from his ministry is the giant Athi Water and Services Board. Wamalwa will be a sitting duck as regional development has been retained in the Devolution and Planning ministry.
