The meteoric rise of Anne Waiguru from an ‘unknown’ to one of the most powerful minister in the Jubilee administration has been the subject of speculation from many circles.
The Devolution and Planning cabinet secretary is referred by the opposition as prime minister while URP ministers are said to have branded her the title of a super minister.
When Waiguru ministry was implicated in corrupt dealings at the National Youth Service (NYS), President Uhuru Kenyatta and his Deputy Ruto came out to her defence. NYS was set to loose over Sh800 million in corrupt dealings.

According to a local weekly newspaper, Waiguru is not as clean as she claims to be. It is alleged that the companies linked to her family and friends were deeply involved in the NYS scandals.
What however left many tongues wagging is why the President had earlier suspended five CS and stood by Waiguru. It is said that Waiguru wields a lot of power and acts as a supervisor to fellow cabinet secretaries, reports the Citizen Weekly.
Unlike other CSs, Waiguru enjoys unlimited access to State House with a hot line to the house on the hill both at her private residence and her office.
It is rumoured that President Uhuru is grooming the ‘prime minister’ to join politics come 2022 and become William Ruto running mate. This is probably the reason why Ruto defended the Devolution minister with a lot of vim and vigour.
