Inspector General of Police Joseph Kipchirchir Boinnet heads the third worst police force after Nigeria and the Democratic Republic of Congo.
The report released by International Police Science Association (IPSA) and the Institute for Economics and Peace (IEP) did not come as a surprise to most Kenyans who have a low opinion of the Kenya Police Force.
A report released in 2014 by the Independent Medico-Legal Unit (IMLU), showed that a Kenyan is five more times likely to be shot by a police officer than criminals.
Of the 1,868 people who died from gun wounds, Police officers were responsible for 70 per cent of the deaths with armed robbers accounting for 14 percent of the fatalities. This was captured in the IMLU 2014 report.
